When we take items back from Customers we do not want them put back into our
Inventory of items availabe for sale... instead, we want them put into an
account called "Returned Inventory"

The Credit Memo in QB Basic returns them to our regular inventory account.

Can I modify this so we may use the Credit Memo for returned items or must I
use a Journal Entry... or is there a better way?

If the item is not available for sale, then it's not really the same
item. Use a different name for returned items - maybe use a similar
name with "-R" appended - and assign these items to a different
account.
